Call to Order:

The Board of Public Works and Safety met on Tuesday, January 19th, 2010 in the Council Chambers of Bedford City Hall.  The Honorable Mayor Shawna M. Girgis called the meeting to order. All members were present.

 

Reading of Minutes:

            Byron Buker made a motion to approve the minutes as submitted and Tony Ravenna seconded the motion. All members voted in favor of the motion. Passed

 

New Business:

1.      Plaza Drive North – Traffic Impact Study- Right In/Right Out Of US 50 – Jeff DeWitt, Bonar Group

 

 

·        Tony Ravenna motioned to approve the funding for the Traffic Impact Study and Mayor Girgis seconded the motion. Everyone voted in favor. Passed

 

 

City of Bedford :   Plaza Drive Phase 1                 Amendment No. 5

 

 

 

·        Byron Buker made the motion to approve the Amendment No. 5 of Plaza Drive Phase 1. Mayor Girgis seconded the motion and all votes were in favor of the motion. Passed

 

2.      Request For Amendment Of Police Department Rules And Regulations 5-1-3 And 5-1-4 – Chief Dennis Parsley

REQUEST FOR AMENDMENT OF POLICE DEPARTMENT RULES AND REGULATIONS 5-1-3 AND 5-1-4

 

            For the past three months the Bedford Police Department has been involved in a fundraiser with the American Red Cross that allowed officers to pay for the privilege of growing goatees. This was done in conjunction with the Board of Works temporarily suspending 5-1-4 of the Police Department Rules and Regulations prohibiting beards and goatees (August 17, 2009).  A number of officers have participated in this fundraiser and all have maintained their goatees in a well-groomed manner.  I have received no negative feedback from the community regarding officers wearing goatees.  A significant number of officers have expressed interest in continuing to wear a goatee.  This would necessitate a change in the Bedford Police Department Rules and Regulations (see attached sheet for present regulations 5-1-3 and 5-1-4 regarding the wearing of moustaches, beards, and goatees).  I would therefore ask the Board to consider the following amendments to these regulations:

 

5-1-3  MOUSTACHES and GOATEES—A neatly trimmed moustache may be worn alone but shall not extend over the top of the upper lip or below the corners of the mouth.  Goatees may be worn with moustaches, but will be neatly trimmed and shall not be more than one half inch in length.  Moustaches and goatees will be subject to the inspection and approval of the Chief of Police.

 

5-1-4  BEARDS—The face will be clean shaven other than the wearing of acceptable sideburns, moustaches, or goatees.  Beards are prohibited except upon doctor’s statement that the wearing of a beard is for medical reasons.  When a doctor prescribes that an officer shall not shave, the beard will be neatly trimmed and will not be more than one inch in length.

·        The Mayor made the motion to approve the Amendment and Tony Ravenna seconded. It was unanimous. Passed

 

 

 

3.      Acceptance of Deed Dedication For Brinegar Boulevard and Zollman Avenue – Planning Director Dan Kirk

 

Planning Director Dan Kirk certifies that all required improvements have been completed on the roads known as Brinegar Blvd and Zollman Avenue located in the Heritage Meadows Sub-Division to his satisfaction. .

 

·        Byron Buker motioned to approve the Deed of Dedication and Tony Ravenna seconded. All were in favor. Passed

 

4.      Request Of Approval For Fire Department To Switch To 28 Day Cycle – Scott Gillespie and Kyle Brown

 

 

Fire Department Pay Cycle

 

Board of Public Works,

                In accordance with Section 207(k) of the Fair Labor Standards Act, public law enforcement and fire protection agencies may opt to function under extended work periods which exceed the standard 40 hour week.  By law, these work periods may range from 7 days to 28 days.  The City of Bedford Fire Department has, for some time, opted to utilize the 27 day work cycle before overtime was calculated.  However, the pay cycle for the City of Bedford occurs every 14 days.   Mathematically, this creates a situation where the pay cycle and work cycle rarely coincide.  That being said, we would like consent to move to a 28 day work cycle.  This move will allow two (2) pay cycles to match perfectly to one (1) work cycle and will create a much simpler accounting situation.

 

 

·        Byron Buker made a motion to approve the request of the Fire Department to move to a 28 day cycle. Tony Ravenna seconded and all votes were in favor. Passed

 

·        The Mayor stated that the city has one Officer who insists that he is losing money because of the 27th pay in 2010. She explained (and wants this made part of the record) that he and his fellow Officers are not losing money and that they are not receiving a 4% reduction in pay.

 

5.      Approval Of Sludge Press Quote For Water Department – Utilities Director Misty Adams

 

 

Misty Adams, Utilities Director, stated that $193,500.00 was spent in 2009 removing sludge from the city’s three flock tanks. She said that the process needs to be done on a more regular basis. She requests the approval to purchase the cities own sludge press for the water department. The cost for a refurbished 2003 (102 Meter) Belt Filter Press Skid System, 304 stainless steel BFP frame and roll construction is $130,750.00. This also includes training.  A new Sludge Press would cost around ½ a million dollars.

 

·        Tony Ravenna motioned to approve the proposal and Byron Buker seconded. It was unanimous. Passed

 

 

 

6.     Sign Claims Docket:

 

·        Byron Buker motioned to sign claims dockets and Mayor Girgis seconded. All were in favor. Passed

 

       7.   Adjourn:
